Ibuki had to have forfeited against Zangief, since Zangief only fought one match (and lost) but still placed higher.
Ryu and Dudley definitely fought and since we know that Ken and Cammy both advanced, it would have had to have been in the first round. Since Ryu never fought Ken, he was on the other side of the bracket and lost in the second round. This means the four people in the second round would have to be Cammy, Ryu, Ken, and Zangief.
Sagat, on the opposite side of the bracket did not fight against Dudley, who lost to Ryu in the first round. Therefore, since he lost, he must have done so to Cammy, with Ken beating Cody.
Cammy and Ken should have been the last match, then, with Cammy winning.
So, I'd do the list as follows, from left to right, winner all caps:
ROUND 1
Sagat vs CAMMY
RYU vs Dudley
Cody vs KEN
Ibiki vs ZANGIEF (Bye)
